Access time.
The read/ write head of a hard disk needs to reach the correct track. On
average it takes half a rotation to find the correct byte.
Time for head movement to track + time for half a rotation.
Fixed head + moving head.
Fixed head hard drives have a number of permanently stations heads that
don´t move. No time is needed to reach the track; this makes access time much
faster.
